System administration
In the context of public healthcare delivery, we visualize the following 5-tier organizational structure:
Central/ federal government
State or provincial government
District or municipality within a province
Hospital or clinic within that municipality
A department or ward within a hospital.
Agni stops at level 4, because it only covers primary care clinics where integrated services are delivered. Agni does not support departmental structures yet.
Each tier contains multiple organizational (org) units — one primary care center is a one org unit at level 4. In each org unit, healthcare practitioners fulfill different roles — Doctor, Nurse, Pharmacist, Lab technician, Front office staff.
The combination of a particular org unit and a particular role governs access and authorization. This approach is superior to access governed by role only — because the same role-holder (say, a Physician) needs access to a different set of patient records based on the org unit they belong to. The Agni web console allows system administrators to configure roles and org units for all users.
